La contribution de la CSN à une économie solidaire et responsable : des outils collectifs à un Carrefour financier solidaire

Abstract

Ce Cahier de recherche résulte d’une recherche portant sur les outils collectifs (financiers et non financiers) que la Confédération des syndicats nationaux (CSN) a mis sur pied durant plus de trois décennies dans la perspective de la démocratisation de l’économie. Aujourd’hui, ces outils sont réunis dans le Carrefour financier solidaire qui est à la fois un édifice et un concept intégrateur pour ces organisations évoluant en réseau. Notre recherche s’appuie sur la documentation provenant des diverses organisations et sur des entrevues réalisées auprès d’informateurs clés. Notre étude comprend cinq parties. Dans une première, nous présentons à grands traits l’économie sociale au Québec en laissant entrevoir la contribution de la CSN. Dans une deuxième, nous examinons les raisons qui ont justifié, dès l’origine, l’engagement de cette centrale syndicale dans le développement économique à travers, entre autres, l’économie sociale. Dans une troisième partie, nous présentons chacun des outils collectifs de la CSN à partir de leur origine, de leur mission et de leurs activités. Dans une quatrième, nous nous arrêtons sur la gouvernance et le réseautage de ces outils à partir de la référence au Carrefour financier solidaire. Dans une cinquième et dernière partie, nous proposons une évaluation des retombées tangibles (ex. emplois créés) et intangibles (ex. démocratisation, responsabilité sociale, coopération internationale, pratiques syndicales et contribution à l’économie sociale). La CSN et le Carrefour ne sont pas les seuls à contribuer au développement d’une économie solidaire et responsable. D’autres mouvements, tels le mouvement coopératif, le mouvement communautaire et le mouvement des femmes, le mouvement écologique, se sont investis également dans cette direction. De plus, deux grands regroupements québécois, le Chantier de l’économie sociale et le Conseil québécois de la coopération et de la mutualité (CQCM) ont également mis en place des outils orientés vers le développement des composantes de l’économie sociale. Pour notre part, nous avons tenté de montrer comment une organisation de travailleurs, en l’occurrence la CSN, et les outils qu’elle a initiés sur une période de trente ans, ont pu contribuer au développement de l’économie sociale, à partir d’un repositionnement en faveur de la démocratisation économique et de la création d’emplois, dans la perspective du développement durable. Notre analyse laisse également voir qu’une telle expérience peut être très intéressante pour d’autres centrales syndicales ailleurs dans le monde, mais en même temps un transfert ne saurait se réaliser sans trouver des conditions équivalentes pour y arriver. Ce qui ne va pas de soi.

This Working Paper builds on research on the means for achieving community empowerment (financial and nonfinancial) which the Confédération des syndicats nationaux (CSN) of Quebec (Confederation of National Trade Unions) has been conducting for more than three decades to advance the democratization of the economy. For some time, these means, or tools, were grouped under the Carrefour financier solidaire which represents a network for economic development. Our study is based on documentation from various organizations and on interviews held with key informants. Our paper consists of five sections. In the first section, we present a broad overview of the social economy in Quebec and of the contribution made thereto by the CSN. In the second section, we examine the reasons that justified, from the beginning, the involvement of this union federation in economic development through, among others, the social economy. In the third section, we present each of the collective tools of the CSN from the aspects of their origin, mission and activities. In the fourth section, we focus on governance and networking with regard to these tools in the context of the Carrefour financier solidaire. In the fifth and final section, we propose an evaluation of tangible (e.g., jobs created) and intangible benefits (e.g., democratization, social responsibility, international cooperation, union practices and contribution to the social economy). The CSN and the Carrefour are not the only bodies that contribute to the development of a solidarity-based and responsible economy. Among others to have invested in this effort are the various movements, such as the cooperative movement, the community movement, the women’s movement and the environmental movement. In addition, two major Quebec groups, the Chantier de l’économie sociale and the Conseil québécois de la coopération et de la mutualité (CQCM), also set up tools oriented toward the development of aspects of the social economy. In this paper, we attempt to show how a workers’ organization, in this case the CSN, and the tools it initiated over the course of thirty years have contributed to the development of the social economy. These tools primarily targeted economic democratization and job creation with a view to sustainable development. The observations and results of our analysis could also be of interest to other union federations around the world. Yet, implementing any observed strategy in other contexts requires finding equivalent conditions for doing so—a process that does not happen on its own.
