D’un terrain vacant à un espace citoyen : étude sur l’aménagement du terrain vacant près de l’ancienne biscuiterie Viau

Abstract

Le présent rapport présente les résultats d’une démarche de recherche‐participative réalisée par une équipe rattachée à l’Incubateur universitaire Parole d’excluEs1. La démarche de recherche fut utilisée pour planifier l’aménagement d’un espace vacant situé à proximité de l’ancienne biscuiterie Viau dans le quartier Maisonneuve à Montréal. L’étude a été effectuée entre octobre 2010 et avril 2011. Elle fut réalisée sous la supervision du CLIC‐M (Comité Local d’Implication‐Maisonneuve) avec l’aide d’un chercheur‐étudiant chargé de mettre à la disposition du Comité les outils méthodologiques nécessaires à la réalisation de l’étude. La démarche de recherche‐participative portait sur l’aménagement d’un espace vacant. Plus spécifiquement, les objectifs visaient à : • Définir les principales fonctions de cet espace par un processus de consultation citoyenne ; • Motiver les résidents au projet (et faire connaître le CLIC‐M) ; • Motiver le monde à s’impliquer. De l’étude, il se dégage un ensemble de propositions qui ont servi de guide à la conception d’un plan d’aménagement qui a été soumis à consultation à la population locale.

This report presents the results of a participatory research approach implemented by a team affiliated with the university incubator Parole d’excluEs.2 The approach was applied to plan the development of a vacant lot located near the nowdefunct Viau cookie factory in the Maisonneuve neighbourhood in Montreal. Performed between October 2010 and April 2011, the project was executed under the supervision of the CLICM (Comité Local d’ImplicationMaisonneuve) with the assistance of a researcherstudent assigned to provide the Committee with the necessary methodological tools. The participatoryresearch approach was applied to the development of a vacant lot. More specifically, the objectives were to: • Define the main functions of this lot through a citizen consultation process, • Motivate the residents for the project (and increase visibility for the CLICM), and • Motivate people to get involved. The study is based on a set of proposals that served as a guide in the design of a development plan that was then submitted to the local population for consultation.
