L'impact des délocalisations sur l'emploi dans les services : estimations préliminaires pour le Québec, le Canada et les États-Unis

Abstract

Much has been said about the impact of services offshoring on employment, but attempts to quantify it have been few, and in some cases controversial. On the basis of two credible studies by the OECD and McKinsey Global Institute, we attempt to quantify the impact of services offshoring on Québec, Canada and the United States. We distinguish three levels of impact : “affected” jobs ; jobs that can potentially be offshored ; and jobs effectively lost to offshoring. Our estimations suggest that if the pool of affected jobs is wide, the net effect of offshoring on employment is relatively modest.

Les délocalisations dans le secteur des services ont fait couler beaucoup d'encre, mais les tentatives de quantifier leurs effets sont rares et parfois controversées. À partir d'études crédibles par l'OCDE et le McKinsey Global Institute, nous tentons de chiffrer l'impact des délocalisations sur le Québec, le Canada et les États-Unis. Nous distinguons trois niveaux d'impact : les emplois « affectés », les emplois pouvant potentiellement être délocalisés et les emplois effectivement délocalisés. Nos estimations suggèrent que si le bassin d'emplois affectés est grand, l'effet net du phénomène sur l'emploi demeure modeste.
